Season the shrimp with cayenne pepper and Chinese seasoning. Set aside.

In a pan or wok, heat avocado oil over medium heat. Sauté the hot pepper, garlic, ginger, and piquillo pepper or bell pepper, or any sweeter red pepper until fragrant.

Add the carrots, sweet peppers, and onion. Stir-fry for 1-2 minutes.

Stir in the ketchup, sesame oil, oyster sauce, soy sauce and water. Cover and let simmer for about 2 minutes.

Add the seasoned shrimp, cover, and cook for 2-3 minutes on medium heat until the shrimp are cooked through.

Adjust seasoning with more Chinese seasoning if needed. Stir in the cornstarch mixture to thicken the sauce.

Garnish with chopped chives before serving.
